The Private Pension System (BES): How It Works

The private pension system (BES) is a voluntary scheme that supplements state retirement in Türkiye. Contributions are invested in funds chosen by the participant.

State contribution

The state adds a defined proportion to participant contributions. Entitlement to the full state contribution depends on how long you stay in the system; leaving early forfeits part of it.

Retirement entitlement

You must remain in the system for a defined period and reach the required age. On retirement, savings can be taken as a lump sum, in instalments or as an income stream.

Fund selection

Depending on risk appetite: equity-weighted, debt-instrument-weighted or participation-based funds. With a long horizon, higher-volatility funds are common; approaching retirement, more conservative funds are preferred. Allocation can be changed a limited number of times per year.

The cost of leaving early

Early exit means losing part of the state contribution and paying withholding tax. BES is not a short-term savings vehicle — keep an emergency fund separately.

Difference from auto-enrolment

Workplace auto-enrolment is a separate arrangement with its own opt-out and contribution rules. Both can be held at the same time.
