What is complementary health insurance (TSS)?
Complementary health insurance (Tamamlayıcı Sağlık Sigortası) is a state-supported product for people covered by Turkish social security (SGK). At private hospitals that have an agreement with SGK, patients normally pay an extra fee on top of what SGK covers. With TSS, the insurer pays this difference for you, within the policy terms.
This gives you access to private hospitals at a lower cost than private health insurance.
Who is it for?
- Employees and retirees with active SGK coverage and their family members
- People who want private hospital care but find private health insurance too expensive
Price and plans
Prices depend on the cover, limits and additional services of each plan. Some plans are valid across Türkiye and others in selected cities; the number of covered doctor visits can also differ. We explain the current plans and prepare a quote.
Example plans
The complementary health insurance we offer (Sağlığım Tamam) includes outpatient and inpatient treatment, ambulance services, a dental package and consultation services for women’s, children’s and newborn health. The plans differ mainly by region and the number of doctor visits covered each year:
- Sağlığım Tamam: valid at SGK- and insurer-contracted private providers across Türkiye, without a co-payment, up to 10 doctor visits a year
- Sağlığım Tamam – B Plan: valid at contracted private providers in Ankara, up to 8 doctor visits a year
- Sağlığım Tamam – Tutumlu: for people living in Istanbul, up to 5 doctor visits a year
Plan details can change; we confirm the current conditions and the list of contracted hospitals in your city before you decide.
Frequently asked questions
I work in Türkiye as a foreign national. Can I get TSS?
TSS is available to people with active SGK coverage. If you are registered with SGK through your employer, you can usually apply; the insurer’s age and health declaration rules apply.
TSS or private health insurance?
TSS is more affordable but only works at private hospitals contracted with SGK and the insurer. Private health insurance offers wider networks, cover abroad on some plans and is not tied to SGK. See our private health insurance page.
Is there a tax advantage?
As with private health insurance, employers can benefit from income tax deductions within the legal limits. We explain the current rules for your case.
Detailed plan conditions and policy documents are available in Turkish on our Turkish complementary health insurance page.
